In April of 2001, the U.S. Federal Trade Commission issued a consumer alert entitled “Cost of Free Adult Content Adds Up” — which warned Internet users about “dialers” — mechanisms that often without the knowledge or permission of the user would disconnect the host computer from the Internet and connect it to a private network, charging long-distance fees (that often ran into the hundreds of dollars) to the user’s telephone bill.
